Township Committee
Mantua Township is governed by a five-member Township Committee elected to staggered three-year terms. The committee annually elects a mayor from among its members. Mayor Robert Zimmerman currently serves as committee chair and head of municipal government.

Schedule
Township Committee meetings are held monthly, typically on the second Monday at 6:00 PM, at the Municipal Building. Meeting dates and times are subject to change – please refer to the official meeting schedule or calendar for confirmed dates.
What is Township Committee?
Mantua Township operates under the Township Committee form of municipal government and is comprised of five members elected at-large through partisan elections. Members of Township Committee serve staggered three-year terms and reorganize annually during which the mayor is elected amongst members of the township committee.
Mayor Robert Zimmerman serves as chair of the township committee, is considered the head of the municipal government and has all powers vested in accordance with New Jersey statute. Any action taken by the mayor and township committee is done through passing resolutions and adopting ordinances.
In addition to the duties outlined above, Township Committee members also participate as liaison members of various boards and commissions within the township.

All Township Committee meetings are open to the public.
Quick reference guidelines for participation in the public comment portion of meeting:
- 5-minute limit per speaker
- State your name and address before speaking
- Address the Committee as a body, not individual members
- Questions or debate with Committee members require Mayor’s permission
- One opportunity to speak per public comment period (no yielding time to others)
- Keep remarks relevant to Township business
- Respectful conduct required — personal attacks or disruptive behavior may result in removal
- The Mayor may adjust time limits based on attendance and agenda.

A lifelong resident of Gloucester County, Mayor Bob Zimmerman has resided in Mantua Township since 1992 with his wife, Diane. Their two daughters, Brittany and Ashley, were born and raised in Mantua and attended the Mantua K-6 and Clearview Regional School Districts.
Mayor Zimmerman has been serving on the Mantua Township Committee since June 2008. He served as Deputy Mayor for seven years and has been Mayor since January 2023. He is a Past President of the Gloucester County Mayors Association.
Prior to serving on the Township Committee, Bob was a member of the Mantua Township School Board from 2003 through 2008, holding both President and Vice President positions. He also served on the Mantua Township Planning Board from 2004 to 2006 and again from 2008 to 2011.
The Mayor currently serves as the Liaison to the Department of Public Safety, the Finance Committee, the Department of Public Works, Public Buildings and Grounds, and the Patriot Day Sub-Committee.
Bob was employed by the Pitman Police Department for almost 26 years, serving administratively as both Captain of Police and Chief of Police for 16 years prior to retiring in January 2016. He also served as Past President of the Gloucester County Chiefs of Police Association.
He is currently the owner of Zimmerman Investigative Services, LLC, located in Mantua Township. As a small business owner, Bob understands the challenges faced during difficult economic times and the dedication and sacrifice required to build and maintain a business. His business has been voted “Best of Gloucester County” for the last five years (2021–2025).
Mayor Zimmerman earned his Bachelor’s degree from Rowan University and a Master’s degree in Public Administration from Fairleigh Dickinson University. He is a graduate of the NJSACOP West Point Command and Leadership Program, a graduate of the New Jersey Certified Public Managers Program, and a graduate of the prestigious FBI National Academy Session #227.

Deputy Mayor Lukens is a 45-year resident of Mantua Township. Eileen and her husband, Rob, have three children—Kelly, Robin, and William—and one grandson, with a granddaughter soon to be expected! Deputy Mayor Lukens has been serving on the Mantua Township Committee since 2016. Before serving on the Township Committee, she was an elected member of the Mantua Township School Board from 2009 through 2016, holding the office of Vice President. Eileen is the liaison to the Department of Health and the Rent Leveling Board.
Eileen graduated from Rutgers University with a bachelor’s degree in political science. She has retired as the Director of Community Management for Realty Solutions, LLC, in Audubon, NJ. She is also a former Mantua Township soccer coach and former Vice President of the Wenonah Swim Team Parent Organization.

Committeeman John Legge has been a resident of Mantua Township for over 40 years. He and his wife Patty raised three grown children – Kevin, Elisabeth, and Madeleine – on their family tree farm in the Township. The Committeeman was elected to office in 2012 after having been elected for three terms to the Mantua Township Board of Education, where he served as President. He is a past Chairman of the Mantua Township Planning Board. John currently serves as the Liaison to the Municipal Land Use Board, Environmental Commission, MUA, and the Veterans Commission.
John grew up in Mantua Township, attended Sewell School, and graduated from Clearview. He received his Bachelor of Science in Mechanical Engineering from Rutgers University and holds a Master of Business Administration from Rowan University. He is a licensed Professional Engineer in several states, is a Certified Project Management Professional (PMP), and has graduated from two Executive Leadership Development Programs.
John is the Vice President of Project Delivery for Amp Americas where he is responsible for all aspects of project and program management required to build new Renewable Natural Gas (RNG) facilities across the U.S. He is well-versed in budgeting, having managed capital projects costing over $3 billion and being responsible for the development and oversight of $25 million annual operating budgets.
The Committeeman is a former coach for the Mantua Township Soccer Association and Sewell Baseball and Softball, Inc. He is a Past Master of Masonic Lodge #87.

A lifelong resident of Camden and Gloucester Counties, Jack has called Mantua Township home for the past 15 years. Deeply rooted in the community, Jack is passionate about making a positive impact on local families and organizations.
Jack and his wife Nicole have been married for 13 years. Nicole has been part of the Mantua Township K-6 School District since 2018 and currently works at Centre City School. Together, they have two sons: Jaxsen, a 13-year-old 8th grader at Clearview Middle School, and Gavin, an 11-year-old 6th grader at J. Mason Tomlin School. Their family is actively involved in the community, including local sports and education initiatives.
Now in his third year as President of Mantua Little League, Jack has proudly served on the league’s board for seven years, helping to foster a love of baseball and community spirit among local youth.
A graduate of Deptford High School, Jack went on to earn a Bachelor of Science degree from St. Joseph’s University and a Master of Business Administration from Rutgers University. Professionally, Jack works as a software engineer at the prestigious Wharton School of Business at the University of Pennsylvania. This unique blend of technical expertise and business acumen provides him with the skills to tackle complex challenges and develop innovative solutions—qualities that will be invaluable in serving the residents of Mantua Township.
Whether through community leadership or professional contributions, Jack remains committed to supporting Mantua Township and its families.

Committeeman Jason Snyder has been a resident of Mantua for 23 years. He grew up in Camden County and moved to Mantua Township in 2002 where he and his wife chose to raise their family. Jason and his wife Michele have two children, James and Erin.
Jason is a former law enforcement officer and served as Captain of the Cherry Hill Police Department until his retirement in 2023. After retirement he was employed in the insurance industry as a Safety and Risk Management Consultant. He was appointed to the Mantua Township MUA and served on the board in 2024. Jason is currently employed by a Gloucester County law enforcement agency.
Committeeman Snyder earned his Bachelor’s Degree from the University of Pittsburgh and is a graduate of the NJSACOP Command and Leadership program. He is an active member of the Church of the Incarnation.
