Township Committee

Mantua Township operates under the ‘Township Committee’ form of municipal government and is comprised of five members elected at-large through partisan elections. Members of township committee serve staggered three-year terms and reorganize annually during which the mayor is elected amongst members of township committee.

Mayor Robert Zimmerman serves as chair of the township committee, is considered the head of the municipal government and has all powers vested in accordance with New Jersey statute. Any action taken by the mayor and township committee is done through passing resolutions and adopting ordinances.

Robert
Zimmerman

Mayor

Born and raised in Gloucester County, Mayor Bob Zimmerman has resided in Mantua Township since 1992 with his wife, Diane and two daughters, Brittany and Ashley.

He was appointed to the Mantua Township Committee in June 2008 and has served as an elected member since that time.  Prior to serving on the Township Committee, he served as a Mantua Township School Board member from 2003 thru 2008, holding both President and Vice President positions. He was also a member of the Mantua Township Planning Board from 2004-2006 and from 2008-2011.

The Mayor serves as the Liaison to Department of Public Works; Public Buildings and Grounds; Recreation and Senior Services; Economic Development; Finance; Municipal Alliance; and is a member of the Public Safety Committee and Patriot Day Sub-Committee.

Mayor Zimmerman was employed by the Pitman Police Department for almost 26 years, and served administratively as both the Captain of Police and Chief of Police for 16 years prior to retiring in January 2016. He is currently the owner of Zimmerman Investigative Services, LLC located right here in Mantua Township. As a small business owner, Bob understands the challenges faced during difficult economic times and the dedication and sacrifice that is required to build and maintain a small business.

Mayor Zimmerman earned his Bachelor’s degree from Rowan University in 1999 and a Master’s degree from Fairleigh Dickinson University in Public Administration in 2003.  He is a graduate of the NJSACOP West Point Command and Leadership Program; a graduate of the N.J. Certified Public Managers Program; and a graduate of the FBI National Academy – Session #227.


Pete
Scirrotto

Deputy Mayor

Pete and his wife, Marge have resided in Mantua Township for 32 years and have two children, Peter and Laura, and 3 grandchildren.  Pete has been elected to the Mantua Township Committee for the past 30 years and served 10 years as the Mayor of the Township. Pete owned and operated a successful small business specializing in building custom homes for 25 years.

Deputy Mayor Scirrotto is a nine time recipient of the “Volunteer of the Year” for Mantua Township Little League and was named ” Citizen of the Year” at the 2022 Community Awards sponsored by the VFW Post. Pete is currently the Superintendent of Buildings and Grounds for the County of Gloucester.


John
Legge

Committeeman

Committeeman John Legge has been a resident of Mantua Township for over 40 years. He and his wife Patty raised three grown children – Kevin, Elisabeth, and Madeleine – on their family tree farm in the Township. The Committeeman was elected to office in 2012 after having been elected for three terms to the Mantua Township Board of Education, where he served as President. He is a past Chairman of the Mantua Township Planning Board. John currently serves as the Liaison to the Municipal Land Use Board, Environmental Commission, MUA, and the Veteran’s Commission.

John grew up in Mantua Township, attended Sewell School, and graduated from Clearview. He received his Bachelor of Science in Mechanical Engineering from Rutgers University and holds a Master of Business Administration from Rowan University. He is a licensed Professional Engineer in several states, is a Certified Project Management Professional (PMP), and has graduated from two Executive Leadership Development Programs.

John is the Vice President of Project Delivery for Amp Americas where he is responsible for all aspects of project and program management required to build new Renewable Natural Gas (RNG) facilities across the U.S. He is well-versed in budgeting, having managed capital projects costing over $3 billion and being responsible for the development and oversight of $25 million annual operating budgets.

The Committeeman is a former coach for the Mantua Township Soccer Association and Sewell Baseball and Softball, Inc. He is a Past Master of Masonic Lodge #87.


Shawn K.
Layton

Committeeman

Committeeman Layton is a lifelong resident of Mantua Township, born and raised in the Township and is the youngest of five siblings all of which are active in the community.  Shawn was appointed to the Mantua Township Committee on June 5, 2017. Committeeman Layton attended Mantua Township public schools and is a graduate of Clearview Regional High School. Shawn served as a member of the Recreation Committee since 2013 and served as the Secretary for the Mantua Township Municipal Utilities Authority.

For the past 15 years, Shawn has been a volunteer firefighter and serves as the President of the Independent Association of Mantua firefighters. During his time serving as a firefighter, Shawn received 4 Unit Citations and 2 Life Savings Awards for actions on duty. He was named the 2011 Mantua Township VFW Lawson Cox Post 7679 Firefighter of the Year and in 2015 the Gloucester County Firefighter of the year.

Committeeman Layton received his Associates Degree in Criminal Justice from Rowan College of Gloucester County. Shawn is the Chief Fire Marshal for the County of Gloucester.


Eileen
Lukens

Committeewoman

Committeewoman Lukens is a 30 year resident of Mantua Township.  Eileen and her husband Rob have three children, Kelly, Robin and William and a new grandson.  Committeewoman Lukens has been serving on the Mantua Township Committee since 2016.  Prior to serving on the Township Committee, she served as an elected Mantua Township School board member from 2009 through 2016, holding the office of Vice President.  Eileen is the liaison to the Department of Health and the Rent Leveling Board.

Eileen graduated Rutgers University and received a Bachelor’s degree in Political Science. Eileen is the Director of Community Management for Realty Solutions, LLC in Audubon, NJ.  She is a former Mantua Township soccer coach and former Vice President of the Wenonah Swim Team Parent Organization.
